St. Louis County has recently revised its Mechanical Code provisions concerning licensing of mechanical work. These provisions will become effective November 30, 2001. While there are various changes to the mechanical licensing provisions, the major changes primarily relate to the following items:
The Service Contractor classification has been converted to a new contractor license classification entitled: “HVAC Servicer-Installer Contractor.” The Service Journeyman and Apprentice license classifications of workmen have been converted to new license classifications entitled “HVAC Servicer-Installer Journeyman and Apprentice.” Companies and workmen holding the Service Contractor, Journeyman & Apprentice licenses will be automatically issued new HVAC Servicer-Installer licenses and will be permitted to use their current licenses until they have received the newly issued licenses.
The type of work that can be performed by persons who are currently licensed Service Journeymen & Apprentices (now reclassified as HVAC Servicer-Installer Journeymen & Apprentices) has changed. HVAC Servicer-Installer Journeymen and Apprentices working under the supervision of Journeymen may install, alter, reconstruct, repair and service HVAC Systems that provide no more than 25 tons of air-conditioning or 1M BTU's of heating, except for chillers, fire-tube type boilers and boilers that operate at a pressure of more than 15 psi of steam. Such workmen can still perform service work on larger HVAC Systems with certain restrictions concerning replacement of such larger systems, the installation of chillers, fire-tube type boilers and/or boilers that operate at a pressure of more than 15 psi of steam as well as the current limitations concerning altering the capacity or capability of such larger systems.
Work exempted from licensing has been revised to eliminate the exemption of commercial heating and air-conditioning work that involves 7 ˝ tons or less of air-conditioning and 300,000 or less BTU's of heating. The revised provisions now require that all commercial heating and air-conditioning work, regardless of its size, is required to be installed by licensed contractors using appropriately licensed Journeymen & Apprentices under the supervision of Journeymen. Residential air-conditioning not exceeding 5 tons of cooling capacity or 150,000 BTU's of heating capacity nor more than 14 dwelling units is still exempted. In addition, refrigeration work involving less than 7 ˝ tons of refrigeration is exempted for items such as: reach-in coolers & freezers, walk-in coolers & freezers, water coolers, beverage and beer dispensing machines and related equipment, beverage coolers & soda carbonated systems. The provisions requiring filing of Financial Responsibility bond and insurance certificates by general contractor's who are performing work that is regulated by the Mechanical Code but exempted from licensing, remain unchanged.
Revised provisions related to the qualifications for the new classification of HVAC Servicer-Installer Journeyman now allow work on all sizes of HVAC systems to be counted toward the minimum 7500 hours of experience necessary to obtain such a license. This would apply to those workmen who do not hold a Service Journeyman License and who are seeking a HVAC Servicer-Installer Journeyman license under the grandfathering provisions of the revised Mechanical Code. These provisions now allow for the issuance of a HVAC Servicer-Installer Journeyman license to applicants who have 7500 hours of HVAC experience, without examination, so long as the application is filed within 60 days of the effective date of the revised Ordinance.
The new Licensing provisions also allow those persons who had previously applied for a Journeymans License, and were denied such License, to file an application for the Board to reconsider their application. This provision generally relates to those situations where the denied applicant feels that the Board may not have fully considered all his or her work experience of similar nature and technical requirements as the work that requires the License applied for. These applications for reconsideration must be filed on or before December 17th, 2001.
