Leadership on Municipal Issues
- Municipal Finance
- Worked for authority for a local option sales tax and for a tax sharing pool.
- Ensured municipalities would receive per capita cigarette and gasoline taxes after annexations and lobbied for the 1.5% local use tax.
- Filed amicus brief against the property tax freeze statutes in successful case to allow inflationary growth.
- Governmental Structure and Boundaries
- Promoted plan for Boundary Commission to oversee orderly incorporation of the entire county, rather than forced boundary changes.
- Regularly review finance issues.
- Environment
- Established as a priority and worked for passage of solid waste legislation (SB530). Nominated members for the Regional Solid Waste Management Council.
- Promoted reduction in yard waste to meet the provisions of the solid waste mandate. Secured grant to hire environmental engineer to assist members.
- Worked with county government on use of new 5% solid waste tipping fee so that municipal programs could be enhanced.
- Federal Issues
- Contacted federal elected officials and local agencies on the impact of the new Intermodal Transportation Act. Working to implement new federal highway program.
- Worked with appropriate officials to eliminate or reduce the municipal costs associated with federal clean water law.
- Coordinated and recommended projects for federal road reconstruction totaling millions of dollars.
- Coordinated and recommended projects for federal bridge projects totaling several millions of dollars.
- Worked with County Planning Department and Census Bureau to correct errors in counts for local governments.
- Monitored federal action on cable television legislation. Provide franchise renewal information for members.
- Other Issues
- In Partnership with the County, worked for the passage of 1986 County bond issue stormwater projects. 50%, or $2.5 million, has been allocated to municipal projects through a Municipal League Committee.
- Supported the 1993 bond issue for a new County Jail and negotiated an agreement for the County Jail and negotiated an agreement for the County to house some municipal prisoners in the new facility.
