Municipal Finance: Worked for authority for a local option sales tax and for a tax sharing pool.
Ensured municipalities would receive per capita cigarette and gasoline taxes after annexations and lobbied for the 1.5% local use tax.
Filed amicus brief against the property tax freeze statutes in successful case to allow inflationary growth.
Governmental Structure and Boundaries
Promoted plan for Boundary Commission to oversee orderly incorporation of the entire county, rather than forced boundary changes.
