What is a Consolidated Plan?

St. Louis County is eligible to receive federal funds from the U. S. Department of Housing and Urban Development for funds appropriated to the Community Development Block Grant (CDBG)Program, the HOME Investment Partnership Program and the Emergency Shelter Grant Program.

In order to receive these funds, St. Louis County annually prepares an application for grant funds that includes proposed activities to be undertaken by cities cooperating with St. Louis County, non-profit agencies and the cities of Florissant, O'Fallon, St. Charles, and Wentzville and the counties of Jefferson and St. Charles. This application is referred to as the St. Louis HOME Consortium Consolidated Plan.

           

What is a CAPER?

In order to receive these funds, St. Louis County annually submits an Consolidated Annual Performance and Evaluation Report (CAPER) that includes reporting on activities completed and funds expended in the previous year's Annual Action Plan.  The report covers accomplishments by St. Louis County, non-profit agencies and the cities of Florissant, O'Fallon, St. Charles, and Wentzville and the counties of Jefferson and St. Charles.

Interested persons, groups and agencies are invited to attend a public hearing to provide input regarding proposed activities for St. Louis County’s “FY 2014” Consolidated Plan Update.  The Consolidated Plan is a planning document required to be submitted by St. Louis County to the United States Department of Housing and Urban Development (HUD) in order to receive funding which will be made available through the following three programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG).  These grants are administered by the St. Louis County Department of Planning, Office of Community Development and the St. Louis County Department of Human Services.  Funds from these grant programs are made available to participating jurisdictions, non-profit and for profit entities and provide funding for programs and activities in St. Louis County.  Citizens attending the above referenced public hearing will have the opportunity to discuss the needs of St. Louis County residents as they relate to the requirements of these programs which must benefit primarily low and moderate income residents, eliminate slum and blight, address urgent community needs, provide affordable housing and provide assistance to homeless residents.

It is also a goal of these grant programs to fund activities which assist in providing decent housing, create suitable living environments and expand economic opportunities.  Comments provided by citizens at this public hearing will be synthesized and utilized to develop a draft Consolidated Plan which will list proposed goals and activities designed to meet the needs of St. Louis County residents.  The final Consolidated Plan FY 2014 Update, which will be submitted to HUD on or about November 15, 2013, will be a comprehensive and effective citizen-based strategy complete with short-term action plans and proposed activities.  St. Louis County expects to receive approximately Nine Million Dollars ($9,000,000.00) for the aforementioned programs.  Funding should be available on or after January 1st, 2014.

Organizations that are interested in requesting CDBG funds from St. Louis County may pick up applications for funding beginning on Monday, August 21, 2013, at the address specified below or at this public hearing.  All applications for funding are due at the St. Louis County Office of Community Development on September 15, 2013 no later than 5:00 p.m.

FY 2012 RESIDENTS SURVEY

 

St. Louis County expects to receive approximately $10 million in federal funds from the U.S. Department of Housing and Urban Development (HUD) in 2012 for the Community Development Block Grant (CDBG) program. These funds can be used for housing and community development projects. St. Louis County wants you to have a voice in how the County invests this money. Please assist us by filling out this survey.

Surveys can be completed until September 16, 2011, at which time it will be closed and the results tabulated.

2010 St. Louis HOME Consortium Consolidated Plan
Substantial Amendment to the Community Development Block Grant (CDBG) Program
 

St. Louis County, Office of Community Development is accepting citizen comments regarding its proposed Substantial Amendment to the 2010 Annual Action Plans for the Community Development Block Grant (CDBG) Program of the approved 2006-2010 St. Louis HOME Consortium Consolidated Plan.

St. Louis County previously submitted Annual Action Plans for the year 2010 to the U.S. Department of Housing and Urban Development

(HUD).  The plans were approved by HUD, but the St. Louis County Office of Community Development has since made changes and is hereby providing notice to the public of proposed changes in program and associated funding.

An important part of the process of developing the original Consolidated Plan, Annual Action Plans, and this Substantial Amendment is to allow citizen participation and input.
 
All interested parties are invited and encouraged to provide comments. The draft Substantial

Amendment to the Annual Action Plans are now available for public comment for a period of 30 days.  The public comment period will end on September 6, 2011.

St. Louis HOME Consortium Consolidated Plan Update 2010

February, 2010

St. Louis County as an "Urban Entitlement County" is eligible to receive federal funds from the U. S. Department of Housing and Urban Development for funds appropriated to the Community Development Block Grant Program, the HOME Investment Partnership Program and the Emergency Shelter Grant Program.

In order to receive these funds, St. Louis County has prepared an application update for FY 2010 grant funds. A copy of the Consolidated Plan update is available for public review.


CDBG-R Substantial Amendment

May 26, 2009

As part of the American Recovery and Reinvestment Act of 2009, the federal government has made available through the Department of Housing and Urban Development (HUD) additional Community Development Block Grant (CDBG) funding for local governments.

Based on a formula, HUD has provided St. Louis County with an allocation of 1,431,315.00 to be used to stimulate the local economy through measures that modernize infrastructure, improve energy efficiency, and expand educational opportunities and access to health care.

HUD strongly urges grantees (such as St. Louis County) to use these additional CDBG funds for hard development costs associated with infrastructure activities that provide basic services to residents or activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings.

To receive these funds, St. Louis County must submit to HUD a substantial amendment to its 2008 Action Plan. As the American Recovery and Reinvestment Act of 2009 requires, grantees must make available the substantial amendment to the public for citizen review and comments.

Therefore, the posting of this document on St. Louis County's web site is meant to serve as the vehicle by which the public can comment on the plan until June 3, 2009. The substantial amendment will also be placed in various government buildings throughout St. Louis County as well as a number of public libraries for those citizens without internet access.
