Chief Jon Belmar Announces Promotions to the Ranks of Captain, Lieutenant, and Sergeant

On Tuesday, May 6, 2014, St. Louis County Police Chief Jon Belmar announced the promotions of Lieutenants Mark Cox and Norman Mann to the rank of Captain, Sergeants Jason Law, Gerald Lohr, and Peter Morrow to the rank of Lieutenant, and Police Officers Earl Chambers, James Grace, Craig Higginbotham, Colleen Moran, James Morgan, John Reddick, Aaron Schafer, and Brian Shanika to the rank of Sergeant.

Captain Mark Cox joined the Department in 1992 and is currently assigned to the Bureau of Drug Enforcement. He has served in the Affton Southwest, South County and Fenton Precincts as well as the Bureau of Professional Standards. Captain Cox received his Bachelor Degree in Communications from the University of Missouri – St. Louis. Captain Cox has received 90 awards, commendations, and letters of appreciation.

Captain Norman Mann joined the Department in 2001 and is currently assigned to the Intelligence Unit. He has served in the North County and Central County Precincts, Personnel Services Unit, Bureau of Professional Standards, Chief’s Office, and Domestic Violence Unit. Captain Mann received his Master Degree in Legal Studies from Webster University. Captain Mann has received 14 awards, commendations, and letters of appreciation.

Lieutenant Jason Law joined the Department in 1998 and is currently assigned to the North County Precinct. He has served in the Affton Southwest Precinct and the Bureau of Drug Enforcement. Lieutenant Law received his Associate Degree in Criminal Justice from Florissant Valley Community College. Lieutenant Law has received 11 awards, commendations, and letters of appreciation.

Lieutenant Gerald Lohr joined the Department in 2001 and is currently assigned to the Police Canine Unit. He has served in the Affton Southwest, Central County and North County Precincts as well as the City of Jennings Detail, Community Action Team, and Tactical Operations Unit. Lieutenant Lohr received his Bachelor Degree in Economics from Vanderbilt University. Lieutenant Lohr has received 24 awards, commendations, and letters of appreciation.

Lieutenant Peter Morrow joined the Department in 1994 and is currently assigned to the Planning and Analysis Unit. He has served in the Affton Southwest, Central County, South County and City of Fenton Precincts as well as the Bureau of Crimes Against Persons. Lieutenant Morrow received his Bachelor Degree in Political Science from Benedictine College. Lieutenant Morrow has received 9 awards, commendations, and letters of appreciation.

Sergeant Earl Chambers joined the Department in 1998 and is currently assigned to the Intelligence Unit. He has served in the Affton Southwest and North County Precincts. Sergeant Chambers received his Associate Degree in Criminal Justice from Belleville Area College. Sergeant Chambers has received 4 awards, commendations, and letters of appreciation.

Sergeant James Grace joined the Department in 2002 and is currently assigned to the Tactical Operations Unit. He has also served in the North County Precinct. Sergeant Grace served four years in the United States Air Force and received his Bachelor Degree in Business Administration from Fontbonne University. Sergeant Grace has received 10 awards, commendations, and letters of appreciation.

Sergeant Craig Higginbotham joined the Department in 1999 and is currently assigned to the Tactical Operations Unit. He has also served in the South County Precinct. Sergeant Higginbotham served eight years in the United States Marine Corps. Sergeant Higginbotham has received 37 awards, commendations, and letters of appreciation.

Sergeant Colleen Moran joined the Department in 1999 and is currently assigned to the South County Precinct. She has also served in the Affton Southwest Precinct. Sergeant Moran received her Master Degree in Social Work from the University of Southern Mississippi. Sergeant Moran has received 13 awards, commendations, and letters of appreciation.

Sergeant James Morgan joined the Department in 2002 and is currently assigned to the North County Precinct. He has also served in the St. Louis County and Municipal Police Academy. Sergeant Morgan received his Master Degree in Administration of Law from the University of Phoenix. Sergeant Morgan has received 5 awards, commendations, and letters of appreciation.

Sergeant John Reddick joined the Department in 2002 and is currently assigned to the Affton Southwest Precinct, where he has served his entire career. Sergeant Reddick served 20 years in the United States Coast Guard, as well as two years in the United States Navy. He received his Bachelor Degree in Management from National Louis University. Sergeant Reddick has received 7 awards, commendations, and letters of appreciation.

Sergeant Aaron Schafer joined the Department in 2005 and is currently assigned to the Bureau of Crimes Against Persons. He has also served in the Affton Southwest Precinct. Sergeant Schafer received his Master Degree in Criminal Justice from Lindenwood University. Sergeant Schafer has received 10 awards, commendations, and letters of appreciation.

Sergeant Brian Shanika joined the Department in 1997 and is currently assigned to the General Assignment Unit. He has served in the North County, West County, Central County, and City of Wildwood Precincts. Sergeant Shanika has received 12 awards, commendations, and letters of appreciation.
