The St. Louis County Prosecuting Attorney's Office issued warrants Saturday, March 16, 2013 on Samwell L. Fowler, 25 years of age, of the 5600 block of Pennsylvania, St. Louis, Missouri, 63111, for two counts of Enticement of a Minor. A $50,000 bond was set in this case. A photo of Fowler is attached.
On Friday, March 15, 2013, a thirteen year old female victim contacted a St. Louis County Police Department School Resource Officer at her school and advised of an attempted sexual assault on herself and her eleven year old sister. The incident was reported to have taken place on March 8, 2013 at South County Mall, located at 100 South County Center Way. The two sisters had been dropped off at the mall by their father to be with friends. When the mall was closing, an unknown male, Fowler, offered them a ride and the two agreed and got in the car. Fowler drove past the victim’s home and into a nearby alley where he asked them for sexual favors and offered money upon their refusal. The two were able to unlock the vehicle doors and escape before walking home without further incident.
The St. Louis County Police Department’s Special Investigative Unit, in conjunction with the St. Louis Metro Police Department’s Intelligence Unit and Cyber Crime Unit, worked together to identify Fowler and take him into custody prior to the warrants being issued.
